Terms & Conditions

These Terms & Conditions govern access to and use of the Shofar Frontline mobile application, web dashboard, websites, related services, and supporting systems (the "Platform"), which are developed and operated by High Meridian Technologies ("High Meridian," "we," "us," or "our"). Please read them carefully.

Shofar Frontline supports coordination and situational awareness. It does not replace official emergency hotlines, government warning systems, or established emergency procedures. In a life-threatening emergency, contact the appropriate emergency service and follow official instructions.
01

Acceptance of these terms

By creating an account, selecting an acceptance checkbox, accessing, or using the Platform, you confirm that you have read, understood, and agree to these Terms & Conditions and the Shofar Frontline Privacy Policy. If you do not agree, do not access or use the Platform.

If you use the Platform on behalf of an LGU, barangay, DRRM office, government agency, company, institution, or other organization, you represent that you are authorized to act for that organization and to comply with these Terms.

Where High Meridian Technologies and a participating organization have a separate written subscription, service, data-processing, licensing, or implementation agreement, that agreement will control to the extent of any direct conflict with these Terms for the organization's authorized users.

02

Eligibility and authorized use

The Platform is intended primarily for authorized LGU personnel, DRRM officers, emergency operations personnel, barangay officials, frontline responders, volunteers, administrators, and other approved users. Constituent or public-user access may be enabled only where the relevant deployment provides such functionality.

  • You must be legally capable of agreeing to these Terms or be authorized by your organization to use the Platform.
  • Use the Platform only for legitimate, authorized DRRM, public-safety, emergency-response, administrative, testing, training, or related operational purposes.
  • Comply with your assigned role, jurisdiction, organization policies, lawful instructions, and all applicable laws and regulations.
  • Do not use another person's account or allow an unauthorized person to use yours.
03

Accounts, credentials, and security

You are responsible for maintaining the confidentiality of your account credentials and for activity conducted through your account, except to the extent caused by a security failure attributable to High Meridian Technologies. You must:

  • provide accurate, current, and complete account and operational information;
  • use a strong password and available device-security features;
  • not share credentials or reuse a shared account unless expressly authorized by the organization;
  • immediately report suspected compromise, unauthorized access, or loss of a device;
  • log out or secure the device when it is unattended; and
  • cooperate with reasonable identity, role, or access verification procedures.

High Meridian Technologies or the participating organization may require password resets, multi-factor authentication, account verification, or other controls when reasonably necessary to protect the Platform or its users.

04

Emergency-service and official-source disclaimer

Shofar Frontline is a coordination, reporting, communication, and information-management tool. It supplements — but does not replace — official emergency hotlines, command structures, government alerts, standard operating procedures, or direct communication with authorized emergency personnel.

Warnings, hazard information, maps, weather information, seismic data, and other third-party content may originate from government agencies, public sources, sensors, participating organizations, or external service providers. Such information may be delayed, incomplete, unavailable, or inaccurate due to connectivity, source-system, device, or human-input limitations.

Unless expressly stated in a written agreement, the presence of third-party or government information does not imply endorsement, sponsorship, certification, or affiliation by the source agency. Users must verify critical information through official channels before taking action where circumstances permit.

05

User reports and operational content

Users may submit incident reports, locations, photographs, videos, audio, messages, assessments, status updates, task records, and other operational content ("User Content"). You retain any rights you lawfully hold in your User Content, subject to the operational rights granted below.

You grant High Meridian Technologies and the participating organization a limited, non-exclusive, royalty-free right to host, store, reproduce, transmit, display, process, organize, back up, and otherwise use User Content only as reasonably necessary to operate, secure, support, improve, and document the Platform and to support authorized emergency, DRRM, audit, legal, and public-safety functions.

You represent that you are authorized to submit the User Content and that it is accurate to the best of your knowledge. You must avoid submitting unnecessary personal information, unrelated images, confidential material, or content that violates another person's rights.

06

Acceptable use

You must not:

  • submit false, fabricated, misleading, malicious, abusive, or intentionally duplicate reports;
  • impersonate another person or misrepresent your authority, role, identity, location, or organization;
  • access, use, copy, disclose, or alter data outside your authorized role, area, or purpose;
  • use personal or incident information for unauthorized political, discriminatory, commercial, retaliatory, or personal purposes;
  • upload malware, harmful code, unlawful material, or content that infringes intellectual-property, privacy, confidentiality, or other rights;
  • interfere with, overload, probe, scan, reverse engineer, disrupt, bypass, or attempt to breach Platform security, except through an expressly authorized security-testing program;
  • use automated scraping, bots, or bulk extraction without written permission;
  • circumvent access controls, usage limits, or technical restrictions; or
  • use the Platform for any unlawful purpose or in a way that creates an unreasonable risk to public safety.
07

Roles, permissions, and organizational administration

The participating organization may assign, modify, suspend, or remove user roles and permissions. Access to incidents, maps, reports, messages, personnel, and operational functions may be restricted according to role, organization, area, jurisdiction, and need to know.

Organization administrators are responsible for granting access only to authorized users, promptly removing access when it is no longer needed, and maintaining appropriate internal policies and records.

08

Location, notifications, device features, and connectivity

Some Platform functions require location services, camera, microphone, photos/media access, notifications, biometric authentication results, internet connectivity, or other device capabilities. Denying a permission may prevent the related function from working.

Biometric authentication is normally performed by the device operating system. Shofar Frontline receives only an authentication success or failure result and does not receive or store fingerprint images, facial images, or biometric templates.

You are responsible for device, mobile-data, internet, roaming, SMS, and other charges imposed by your provider. Connectivity limitations may delay alerts, synchronization, uploads, messages, maps, or other functions.

09

Artificial intelligence and automated assistance

The Platform may include AI-assisted or automated features for organizing, classifying, deduplicating, summarizing, prioritizing, or analyzing reports and operational information. These outputs are decision-support tools and may contain errors, omissions, or uncertainty.

Authorized personnel must review AI-assisted outputs and apply professional and operational judgment. The Platform must not be treated as the sole basis for decisions that materially affect life, safety, rights, emergency deployment, or resource allocation.

10

Intellectual property and license

The Platform, including its software, interface, design, databases, documentation, logos, trademarks, graphics, and original content, is owned by or licensed to High Meridian Technologies and is protected by applicable intellectual-property laws.

Subject to these Terms and any applicable organizational agreement, High Meridian Technologies grants you a limited, revocable, non-exclusive, non-transferable, non-sublicensable right to access and use the Platform for its intended authorized purpose.

These Terms do not transfer ownership of the Platform or permit you to copy, modify, distribute, sell, lease, sublicense, create derivative works from, or commercially exploit the Platform except as expressly authorized in writing or permitted by law.

11

Third-party services, links, and content

The Platform may rely on or link to third-party services, including cloud hosting, mapping, authentication, messaging, analytics, crash reporting, government feeds, and other information sources. Third-party services may be governed by their own terms and privacy notices.

High Meridian Technologies is not responsible for independent third-party services or content outside its reasonable control, but will use reasonable care in selecting and integrating service providers and in addressing known material issues.

12

Privacy and data protection

Our processing of personal data is described in the Shofar Frontline Privacy Policy.

Where High Meridian Technologies processes operational data for a participating LGU or organization, High Meridian Technologies may act as a Personal Information Processor. High Meridian Technologies may separately act as a Personal Information Controller for processing purposes it independently determines, such as service administration, security, support, billing, customer relations, and legal compliance.

Account and data-deletion requests may be submitted through the public deletion page at https://app.shofar-ews.com/account-deletion, subject to lawful retention requirements for official, incident, security, audit, or legal records.

13

Service availability, maintenance, and changes

The Platform may be unavailable or degraded because of maintenance, updates, outages, telecommunications failures, device limitations, third-party-service interruptions, cyber incidents, emergencies, force majeure events, or other causes.

High Meridian Technologies may modify, improve, replace, discontinue, or restrict features when reasonably necessary for security, compliance, performance, product development, or organizational requirements. Where practical, material planned changes affecting core functions will be communicated to participating organizations or users.

No service-level commitment applies unless it is expressly stated in a separate written service-level agreement.

14

Suspension and termination

High Meridian Technologies or the participating organization may suspend, restrict, or terminate access when reasonably necessary, including when:

  • the user is no longer authorized by the organization;
  • the account presents a security, legal, privacy, operational, or public-safety risk;
  • these Terms, organization policies, or applicable law are violated;
  • fees or contractual obligations remain unresolved under an applicable organization agreement;
  • the Platform or deployment is discontinued; or
  • suspension is required by a lawful authority.

Where appropriate, the user or organization may be given notice and an opportunity to address the issue. Immediate suspension may occur when necessary to protect users, data, public safety, or system integrity.

Upon termination, the right to use the Platform ends. Data retention, return, export, deletion, or transition will be governed by the Privacy Policy, applicable law, records requirements, and any separate organizational agreement.

15

Disclaimers

To the extent permitted by law, the Platform is provided on an "as is" and "as available" basis. High Meridian Technologies does not guarantee that the Platform will be uninterrupted, error-free, compatible with every device, free from all security risks, or that every alert, message, report, location, or third-party data item will be delivered, received, complete, timely, or accurate.

High Meridian Technologies does not warrant outcomes of emergency response, disaster management, dispatch, resource allocation, or decisions made by users or participating organizations. Users remain responsible for professional judgment, operational verification, and compliance with official procedures.

16

Limitation of liability

To the fullest extent permitted by applicable law, High Meridian Technologies will not be liable for indirect, incidental, special, exemplary, punitive, or consequential damages, or for loss of profits, opportunities, goodwill, data, or business interruption, arising from or related to use of or inability to use the Platform.

Any aggregate liability of High Meridian Technologies arising from the Platform will be limited as stated in the applicable written organizational agreement. For users without such an agreement, liability will be limited to the amount, if any, directly paid by that user to High Meridian Technologies for the Platform during the twelve months preceding the event giving rise to the claim.

Nothing in these Terms excludes or limits liability that cannot lawfully be excluded or limited, including liability arising from fraud, willful misconduct, gross negligence, or other liability that applicable law requires to remain enforceable.

17

Indemnity

To the extent permitted by law, an organization or user responsible for unlawful, unauthorized, fraudulent, or malicious use of the Platform agrees to be responsible for claims, losses, or expenses resulting from that conduct. This provision does not require a government entity or public officer to assume an obligation prohibited by law, nor does it excuse High Meridian Technologies from responsibility for its own unlawful conduct.

18

Governing law and dispute resolution

These Terms are governed by the laws of the Republic of the Philippines, without prejudice to mandatory laws that may apply.

The parties should first attempt in good faith to resolve disputes through written notice and reasonable consultation. Any unresolved dispute will be submitted to the courts with proper jurisdiction in the Philippines, subject to any valid dispute-resolution or venue provision in a separate written agreement and to laws governing public entities.

19

Electronic records and communications

You agree that records, notices, approvals, acknowledgments, and communications may be provided electronically through the Platform, website, email, or other authorized channels. Electronic documents and data messages may have legal effect under applicable Philippine law.

You are responsible for keeping your contact information current and for monitoring official communication channels associated with your account.

20

Changes to these terms

High Meridian Technologies may update these Terms to reflect legal, security, operational, technical, or service changes. The revised Terms will display an updated effective date.

Material changes may be communicated through the Platform, website, email, or participating organization. Where renewed acceptance is legally or operationally appropriate, users may be required to affirmatively accept the revised Terms before continuing to use the Platform.

21

General provisions

21.1 Entire agreement

These Terms, the Privacy Policy, and any applicable written organizational agreement constitute the relevant agreement governing use of the Platform. A separate written agreement prevails over these Terms only to the extent of a direct conflict.

21.2 Severability

If a provision is found invalid or unenforceable, the remaining provisions will continue in effect, and the affected provision will be interpreted or limited to the minimum extent necessary to make it enforceable where permitted by law.

21.3 No waiver

Failure to enforce a provision is not a waiver of that provision or any other right.

21.4 Assignment

Users may not assign or transfer their rights or accounts without authorization. High Meridian Technologies may assign these Terms as part of a lawful restructuring, merger, transfer, or succession, subject to applicable law and continued protection of user rights.

21.5 Force majeure

High Meridian Technologies will not be responsible for delay or failure caused by events beyond its reasonable control, including natural disasters, major emergencies, war, civil disturbance, government action, widespread telecommunications or power failure, cyberattack, epidemic, or failure of critical third-party infrastructure, provided reasonable mitigation efforts are taken where practicable.

21.6 Headings

Headings are for convenience and do not alter the meaning of these Terms.
